Discuss the measuring of public benefits as it relates to the spending of
public money in detail. In your discussion focus on fruitless and wasteful
expenditure, output and outcomes and accountability for outcomes.
1. Fruitless and Wasteful Expenditure (FWE)
This term refers to money spent by the government that serves no purpose and doesn’t benefit
the public. It's money that could have been saved or used more wisely.
Why It Happens:
o Bad Planning: When projects aren’t carefully thought out, poor decisions get
made. For instance, if the government builds a school but doesn’t ensure there are
enough teachers, the money spent on construction is essentially wasted.
o Lack of Oversight: If there isn’t proper supervision, funds can be misused or
misallocated. Oversight helps keep spending on track and avoids unnecessary
expenses.
o Slow Bureaucracy: Delays in decision-making, slow processes, and poor
communication between departments can lead to projects being abandoned or
taking too long to complete, wasting money in the process.
o Corruption: Corrupt officials may misuse funds for personal gain, approving
needless purchases or inflating costs, instead of using the money to serve the
public.
Why It’s a Problem:
o Limited Funds: Governments have limited budgets to cover important services
like healthcare and education. When money is wasted, it reduces the amount
available for these essential services.
