Section 213 of the LRA defines a strike as:

of remedying a grievance or resolving a dispute in respect of any matter of
mutual interest between employer and employee."

For the workers' actions to be deemed a strike, their refusal to work must be collective,
aimed at addressing a grievance or dispute related to their employment conditions, and
deliberate in nature.
