Part 1

Each sphere of government (local, provincial, and national) has its own legislative
authority (s43 of the Constitution).
For the national sphere it is Parliament (s44 of the Constitution),
for Provincial sphere is Provincial legislature (s104 of the Constitution).
and for local sphere is Municipal councils (s156 of the Constitution).
The Parliament is made up of two houses, it’s called bicameral legislature under
section 42(1) of the constitution. The National Assembly and National Council of
Provinces. How do they conduct their work?
They conduct their work in plenary sessions (where members of each house meet
in a group),
in joint sitting (the members of both houses meet as one group)
in portfolio committees (smaller group of members).

- The National Assembly consists - The National Council of Provinces
of 350-400 members (section 46 consists of 90 members, ten
of the constitution). members from each of the 9
provinces.

citizens based on a national made up of 10 delegates) are
common voters roll. appointed by the provincial
legislature in each province.
- the National assembly is elected The national council of provinces
for a term of five years. has no set term because it is a
